Parent Decision Making & Learning During California Fires

This report shares findings from in-depth interviews with mothers of school-aged children impacted by the Eaton Fire in January 2025 and beyond. Through these interviews, the report uncovers the invisible, ongoing costs disproportionately borne by families. Their homes may have survived the fire structurally, but their lives remain deeply disrupted. Mothers described the sudden chaos of evacuation and the lasting trauma that followed: housing instability, insurance challenges, physical and emotional exhaustion, and a sense of being abandoned by formal systems. Many were denied FEMA aid and paid out-of-pocket for smoke remediation. Children showed signs of anxiety, grief, and compulsive behaviors, while parents juggled caregiving, schooling, and crisis management without adequate support. “Survivor’s guilt” was widespread, with families downplaying their losses even while enduring severe hardships.
